that effect? for that, i used the Cutout Filter in photoshop... and played with the settings

I'd play with the filters for the effect. As for the color you can change the opacity or add a new layer use paint bucket tool whatever color you want the lower the opacity

I think if you add a new layer and fill it with whatever color you like, and adjust the opacity, then use the cutout filter, you should get something close to what you are looking for. I did something like this before but it was totally on accident. Good luck!
