Have a look at http://www.gomedia.us/arsenal/ for the logo! The background rays are PS I think polar coord under distort. And the shine effect is just a masking trick in flash.

The effect is very simple and it is created with ImageReady.

Try to learn a little about animation in Imageready.

In this gif file you can see some different states of the image.
I think it has 3 or 4 frames. When you play this frames in animation palette from ImageReady you can create the same effect like this.

If you still need help please let me know and i will show you how to create it.

I wish i knew how to do this, I have CS3 and I cant figure out imageready with it..

I went from getting photoshop 7 that had imageready as a separate thing.... to cs3.. which I have no idea how to use the other features...

it looks cool though

I would also make somthing like that on flash, i have had a go at doing somthing like that, i created the logo (on PSCS3) and then impoted it to flash then on a new layer i made a white line and turned the opacity down to 69% and then motion tweened it going across my logo. Hope this helps, ill try and get a sample for you ill try and do it today for you
