Light Beam ? effects

Heres a picture i really like :



How can i make that light beam (the light scrible) and the light dots.

Lopy is on a distinguished road
U can make these dots with soft round brush (in photoshop) size 30 px..


And these curves with Pen tool. Click somewhere and click again somewhere. You will get a curve, then just add Outer glow

I cant make mien looks so real.. on the picture it looks like as if you were wavein a torch really fast... mien looks like really like anime sort.. if you know what i mean... and also i cant make mien look so bright... the dots looks like as if i were looking in a massive lamp... and the line is really bright 2.

For the dots, it's easy...use a larger soft brush for the outside color (45px or so) then use a smaller brush for the inside using an almost white color similar to the one you used in the first step...or white/very light yellow to make the center part (about 1/2 the size of the first brush you used). It should give you the effect you want...if not, try duplicating the layer, gaussian blurring it (4-10 pixels or so) then setting it on color dodge or lighten or something similar...you shoud then have the effect you want...I hope...
