The 5 second answer:
Make the gradient background.
Use the pen tool to draw a curve then make a nice 5 or 6 px white line.
Duplicate the line and blur with gaussian.
Play with Layer Blending Modes (try overlay first).
Dupe that layer a bunch of times and move left and right for each layer to spread them out.
Take your original curve and select above it with the Wand and delete everything above the line.
That last glow below the lines is actually detrimental to the design so I would leave it out.
I'll try to make a quick tutorial later with screen shots but you should be fine with the above steps.
