Hi.

For the inner border, just use a Stroke.
For the Color, just use Gradient Overlay or just Color Overlay.
For the pattern. CLICK HERE and download the pattern, ther is one which is exacly like the one on the page.

Brushes, buy the Talk-Mania Big Pack. There a millions of brushes! I am sure, you will find what you like.
Or just google!

But how can I make the border 4 px inside the brushes with stroke

Just adjust the size.

Take 4 pixels instead of 3 or more!
