Okay , we are starting from 900x900 document .
Background is normal gridient . Set it as on picture



Then make new layer , fill it with pattern u can see on pic bellow



Now using rectangle tool make someting like this ...



Give it outglow with settings on pic



Select small area with Rectangluar marique tool , demensions around 794 x 10 and apply same pattern as for background
Then CTRL + Select it , use Eraser , and delete color but dont deselect it , then takre gredient tool ,and apply black
on one part , invisible on another , and apply it on patern.
Now for banner , im gona use pic ive found :[url:http://www.socksoff.co.uk/00001/page02/Drops_of_Rain_1600.jpg][b]Banner img[b/] [/url]

Cut it , and put it as on pic



Now we are making meny bar , make it and put gredient as on pic



And now when u put some continent on it , put some glossy effects and few icons , ur getting realy tight template like
i did ...

I dont like the blue I dont think its the proper choice. The layout looks great though
