Step 1 : Open your picture, or you can use mine.



Step 2 : Duplicate the background layer, by pressing ctrl/j or go to layer/duplicate layer.

Step 3 : We need to apply the find edges filter, so go to Filter/Stylyze/Find Edges.

Step 4 : The next step is to apply some level settings, go to Image/Adjustments/Levels or press ctrl/l.
use the following settings, like in the screenshot below.



Step 5 : Desaturate the layer by pressing ctrl/shift/u or go to Image/Adjustments/Desaturate.

Step 6 : Now we need to apply the diffuse filter, so go to Filter/Stylyze/Diffuse, and set the mode to Anisotropic.

Step 7 : The next filter that we need is the cutout filter, go to Filter/Artistic/Cutout.
use the settings like in the screenshot.



Step 8 : Apply some gaussian blur by going to Filter/Blur/Gaussian Blur, set the radius to 2,3 pixels.

Step 9 : The last filter that we need to apply is the paint daubs filter, so go to Filter/Artistic/Paint Daubs.
use the settings like in the screenshot.



Step 10 : Now simply change the blending mode from normal to softlight, and we're done.
