I have a layout that i converted from psd to html, i centred the layout, and made a the background repeat it was a pattern, but whenever i type in text in a layer that i create via dreamweaver or expression web it always isnt on where i put it, because the layout goes to the middle of the screen but the text doesnt move, i tried centering the text but that doesnt help, can someone explain how to do it, or am i just better writing it in the psd and then transfering from psd to html??? also if im a webhosting company and i want to put in a 100% uptime button that redirects to another site stating my stats how would i do that,

you would be better doing all the layout in a psd which would include the font. have everything set up in a psd then transfer.

You should use CSS for your layout. It makes the design more fluid and the aspects far more controllable.
