What is the difference between these and the layer styles? Are these strictly the buttons for someone who doesn't use Photoshop?

It is no difference. Some people are to lazy to create another shapes. that's why i have created 2 sets: one with buttons , and one with styles.
The styles have 30 styles ( 15 with a black border - and 15 without borders )

In this set of buttons you can find only 15 buttons
